Fluor Wins PMI’s 2009 Project of the Year Award
Fluor Corporation, a company that designs, builds and maintains projects for governments
and clients in diverse industries around the world, has been honoured by Project Management Institute (PMI) as the winner of the Project of the Year Award for their
engineering, procurement, construction and commissioning of Newmont Mining Corporation’s TS Power Plant (TSPP) near Dunphy, Nevada, USA. The award recognizes the
accomplishments of a project and the involved project team for superior performance and execution of exemplary project management.
Beginning in July 2004, Newmont contracted with Fluor for the engineering, procurement,
construction and commissioning of the 242 MW coal-fired power plant as well as a 100-acre evaporation pond; five-mile railway spur; five-mile electricity transmission line to
connect to the grid; three-mile raw water pipeline; and a railway switchyard. The completed plant was expected to reduce Newmont’s electrical power costs by approximately $70 million per year.
The TSPP started commercial operations on 1 May 2008. This facility, one of the first in a
line of new coal-fired power facilities going into commercial operation, has exceeded the planned performance guarantees resulting in significant fuel savings to Newmont that will
be realized over the life of the facility. In addition, actual plant output exceeded the contractual output.
Newmont’s TSPP facility recycles a significant amount of water, thereby maximizing water
utilization and minimizing waste. The facility also incorporates large evaporation ponds to allow it to be a zero liquid discharge plant. Moreover, during the entire tenure of the
construction project, there were no environmental citations of any type.
Over the span of two years, more than three million safe hours were completed without a
lost time accident. In recognition of outstanding safety and health efforts on the project, the TSPP was awarded a “Safe Partner Award” by the State of Nevada.
The project was completed two months ahead of schedule. POWER Magazine’s October 2008 issue featured the TS Power Plant on its cover, and selected it as one of the top five
coal-powered power plants in the world in 2008.

Other unique aspects of Fluor’s work on the TS Power Plant project for Newmont included:
- Delivering the project nearly 10 weeks ahead of schedule and under budget;
- Early completion allowing capital project savings of approximately $20 million;
- Exceeding start-up power sales by $3 million;
- Achieving higher-than-guaranteed electrical output;
- Successfully implementing leading-edge plant design and technology in emissions monitoring and control system architecture;
- Receiving the prestigious “Safe Partner Award” from the State of Nevada;
- Being Named Top Plant by Power Magazine for 2008; and
- Receiving an Outstanding Performance Award from Newmont’s CEO.
